Does PADI open water dive qualifications expire if you don't dive within a certain amount of time? I know you have to do scuba reviews after a few months but is it cancelled after a few years?

No. But if you have not dived for a while it would be advisable to take it easy on the first few dives and dive with an experienced diver.

I do believe that all of the certification agencies have lifetime certifications which means they do not expire. They all do recommend that after a period of lengthy period of inactivity that you take a refresher course to get the rust and the cobwebs out. It is highly recommended to take a refresher if you walk into a dive store and ask where the horsecollar BCDs and the double hose regulators are.
