Who, the customers or the restaurant? I assume the customers just do what normally happens, ditch or (like me) pretend there was a bug in my dinner. I would say the restaurant makes you work it off.

Laws vary worldwide, but there are many options. 1. Call cops and charge the offender with "Obtaining goods / service by fraudulent means." Then apply for crime victim assistance to help cover the loss of income, and the courts will "fine" or sieze a portion of offender's income to pay back what the courts paid out to the restauraunt. 2. Work it off. 3. Arrange some sort of payment plan.
