Why didn't the Palestinians in Gaza develop their coastline into a tourist attraction for westerners, rather than let Hamas take control of the strip?

The Palestinian civilians are scared of Hamas, they are armed fundamentalists.

Two reasons: 1. Hamas takes all of their money to buy weapons, so they have nothing left to spend on development. 2. Hypothetically, if they did develop property it would either a) get blown up by Hamas, b) get seized by Israel once it is nice, or c) get seized by Hamas when it gets nice enough to attract attention, yet not yet nice enough to be seized by Israel, and then, when Hamas is hiding there, Israel is just going to blow it up anyway.

there are two conflicting visions I have of the former Palestine 1) it is beach resort and hotels and 2) Its is bombed out buildings and rubble. When the current violence started they showed resort hotels being bombed away. I had no idea they existed in the first place. So I have no idea what the real situation is. Do they live in rubble or do they have an active tourism industry? Curious minds want to know.
