No. It's only a headache for India. If they were emigrating by the millions every year, then it might be a problem for whichever countries were the primary recipients of those immigrants...but they aren't emigrating by the millions. (About half a million people a year emigrate from India - that's total, net emigration. I.e. that's people from India moving to all other countries.)
