Just the facial expression. The other part would be easy to deal with - REMOVE THE BATTERIES, and tell the kid it's BROKEN! ;-)

Seems like something Joker would make, and have laughing gas shoot out of its mouth. Even the announcer doesn't quite sound like he thinks its funny, but more like he is in a agonizing situation where he can't control his laughter.
